Therefore, the way a system is implemented in an organisation and how individuals perceive this new element are crucial for its efficacy ( Venkatesh & Bala, 2008). How individuals perceive the characteristics of an innovation is essential for explaining the different rates of adoption ( Rogers, 2003). This advantage will be achieved through the best fit between system, HR management model, strategic capacities and business processes ( Kavanagh & Johnson, 2015). The system by itself cannot lead to a competitive advantage. The implementation of HRIS alone does not enable the organisation to achieve advantage from resulting benefits.

This happens because innovation is not an isolated act but one dependent on a network of combined actions aimed to improve the organisation’s competitiveness ( Alves, Galina, & Dobelin, 2018). However, the implementation of innovations alone does not necessarily result in gains for the organisation. Organisations seek to adopt innovations for improving their performance and respond efficiently to their environmental demands ( Damanpour & Schneider, 2006). Information technology seems to be a key facilitator for establishing innovative policies and practices of intellectual capital development ( Noe, Clarke, & Klein, 2014). The implementation of human resource information systems (HRIS) is notoriously highlighted among the recent initiatives adopted to innovate human resource (HR) management. Human capital resources are a critical factor for organisations seeking to achieve competitive advantage ( Crook, Todd, Combs, Woehr, & Ketchen, 2011 Kraiger, Passmore, Santos, & Malvezzi, 2015).

The program not only estimates performance of the complete line but also shows how calculated insulation failure rates are distributed among different line sections. The aim is to provide users with a complete view of the estimated insulation performance of any transmission line as a function of insulator length. The capability of the LPE program is not limited to pollution performance but also includes insulator icing as well as lightning and switching overvoltage performance. This was resolved using statistical dimensioning which, after implementation, was converted into software that is presently available for both AC and DC applications.

For example, the Line Performance Estimator (LPE) Program goes back to the 1990s when the Norwegian TSO started a major upgrade of 300 kV AC lines to 400 kV with the requirement that system reliability would remain the same. The methodology took 10 years to develop including conversion into software that verifies calculations by comparison with service experience. Specialized software has become available to assist statistical dimensioning of insulators intended for service in polluted areas.
